The Prospects for Voluntary Population Control:
In 1974
the KISSINGER REPORT for the National Security Study Memorandum reported
on "Implication of Worldwide Population Growth for U.S. Security and
Overseas Interests".
Yes, the report
concluded, worldwide population growth is a threat to the security of
the United States, and yes, there were policy recommendations for the US
to slow worldwide population growth. These were the US should lead by
example for the sake of credibility, and focused on medical,
socio-economic, and educational programs.
Now that these
have in many ways been implemented the world's population is expected to
peak in mid 21st century at a lower number than projected in 1974 when it
was decided that action had to be taken.
The sinister
interpretation of this "let's put the brakes on population growth"
effort is that coercive, involuntary programs are necessary, and given
the resistance of belligerent populace resentful of being governed,
these programs have to be covert to be successful.
Pay attention
now: The US achieved the victory of voluntary arrest of population
growth in 1974. However the US
has engaged in self-defeating immigration policies: Americans whom had
been persuaded to voluntarily implement birth control for the sake and
benefit of their future generations, to bequeath the legacy of a healthy
society balanced with its natural resources, have had their efforts rewarded with
betrayal at the borders that overwhelms and undermines Americans; the US now grows from the overflow of other countries,
ironically compromising its credibility in world population control,
when
in fact it had led and shown the way to success. It is uncontrolled
immigration, in particular the land invasion of illegal aliens, that
swamps our demonstration of moral restraint of our reproduction to
leave the Earth better than we found it for our children, and robs
us of that admirable goal.

“The U.S. strengthened its credibility as an advocate of lower
population growth rates by explaining that, while it did not have a single written action
population policy, it did have legislation, Executive Branch policies and court decisions that amounted
to a national policy and that our national fertility level was already
below replacement and seemed likely to attain a stable population by
2000.
The U.S. also proposed to join with other developed countries in an
international collaborative effort of research in human reproduction and fertility
control covering big-medical and socio-economic factors.”
